" = whole step bend

on a C harp 
-3" = A


 
Use a virtual keyboard to practice the sound of the A note.
Or draw from the 6th hole on the harmonica. The -3" and -6 are the same notes.

The idea is to practice the bending of the A note (-3").

Bending requires practice, so don't give up.
